Yes, at least that clears up why some people said the engines were
running, and others that they weren't. They were running, but not
producing enough thrust (the latter might be mistaken for them not being
running).

And the reason they were not producing enough thrust was because they
failed to respond to throttle commands.

No, that's a leap too far.

Well that's what the report says, the reason why they failed to respond is
what is currently exercising much greater minds than ours.

It could have been because the fuel lines
were blocked. The 8-second gap between one engine and the other being
affected tends to indicate that it wasn't a simple control systems
issue.

If the fuel lines were blocked the engines would have stopped running.
