If the ELL is being maintained by LU then the curve is likely to be
needed for access by engineering trains. If the curve is double-track
(I've never been down that way) then there would probably be room for
NR-sized stock to use it if it was singled (or interlaced?) but
further clearance issues for e.g. anything Mk3-sized would apply on LU
but IIRC would not totally prevent passage over the north side of the
Circle Line if stock was taken to various LU depots.

I believe it's double track, but with such tight clearances that A and D
stock trains are not allowed to pass each other on the curve. It's not a
problem when only ECS and maintenance trains use it.
