Then we threw all this away to Make Things Better, so now we have to

Ian,
I don't see any signs of an intention on the part of Government to
reinvent the wheel. Do you?
Well, every so often, someone in authority (or trying to be in
authority) starts churning out phrases like "integrated transport" and
"joined up thinking" as though it's a New Thing, whereas in fact there
were once very many examples of this which had grown up since the
seventies.
Not everywhere (or even in most places), I grant you. But it was once
done.
I agree. But my point is, I don't see any signs of anyone wanting to
do it again. We have had the Commission on Integrated Transport
sitting for 10 years now, and they have not achieved anything of note.
Perhaps New Labour established the Commission to show that the
Government was doing something, when in fact they were (and are) doing
absolutely nothing.
What I meant was we *have* organisations and committees and so on such as the "Commission on Integrated Transport" but nothing significant ever seems to actually *happen*.
In the eighties Labour had a manifesto plan [1] to establish a PTE in each of the Shire Counties with similar powers to those in the Metropolitan areas. *That* all seems a long time ago now, doesn't it?!
[1] We're talking the era when Michael Foot was fighting an election on a CND ticket against a "Falklands Factor" Mrs. Thatcher, so none of this ever came close to succeeding, of course.
