Pardon me for being thick, but Network Rail have been on the wireless today justifying the work as necessary to remove a bottleneck on the route. But didn't the taxpayer fork out $megaBillions only a couple of years ago to completely upgrade the WCML? Or was there some exclusion clause that said "The WCML - apart from a bit we forgot near Rugby"??
