That's an interesting point. Alternatively, and assuming much of the
mess arises from spray paint intended for vehicle use, how about
requiring purchasers to present a V5 document, which I believe shows
the colour of the vehicle? They would then be entitled to purchase
paint of that colour only (or that and one other to allow for two-tone
vehicles). This would cause a great deal more work for the
perpetrators.
It would also cause a great deal more work for the people who sell the
paint. And like a similar scheme for the sellers of car number
plates, it would be honoured in the breach as much as the observance.
(I know half a dozen number plate outlets that don't ask for any
evidence that the buyer of the new plate(s) owns the car.
I also wonder whether it would be feasible to put some sort of trace
substance in batches of paint, at varying concentrations, alongside
requiring photo ID for purchases . Clearly the batches would need to
be fairly large for this to be practical, so it wouldn't be possible
to trace one sample of one colour back to one can - but if three or
four colours were picked up from an outbreak and matched batches had
only been bought in a handful of transactions, it would give the
police a good head-start in where to look and whom to follow.
You're obviously the guy who buys 50 sledgehammers to crack a nut.
