I have no problem with signs in other languages, I do find it odd that
in Riga the signs are in Latvian and English when half the population
is Russian though!

You know the history there. And although 35% of the population is
non-Latvian, that 35% is not all Russian.

Almost half of Riga is ethnically Russian.

Yes, Riga has always been largely a Russian city, just as Dublin has
always been largely English.
