IIRC all the sorts of flask used on the railways have the spent fuel
rods surrounded by water. The water is radioactive, though how
radioactive I have no idea. It would run into the watercourses.
The fuel rods themselves would just end up on the ground where they
could be recovered Chernobyl style (I have seen film of staff in
Winsdcale picking up fuel rods with litter picker style arms when
the rod has fallen out of a bit of equipment). Obviously people
should only be exposed for very short periods in this situation and
shields should be placed.
