Police confirmed two men were arrested on suspicion of trespass.
Trespass is a civil matter - no arrst power.
Least that's what I get told about kids running about in my front garden.

overview of the legislation
The current tariff is 80 or 50 depending on the offence. This is intended
to deliver swift, simple and effective justice, and to deter. It reduces the
amount of time police officers spend on paperwork and attending courts, and
the burden on the courts. Police are thereby freed up to spend more time on
the streets, dealing with more serious crime, and the courts to deal with
more serious offending.
Specifically, the Act makes provision for the issuing of PNDs. It lists
'penalty offences' as follows:

Throwing fireworks

It would seem to me that the Editor of the Mirror should be had up as
well as the journos.
The law on Trespass on theRailway must go back a very long time.
Cast iron Notices
in the name of the various pre 1923 Railway companies can still be
seen
threatening a fine of Forty Shillings.Perhaps conspiracy to break the
law
and wasting of Police time could well come into it.
On the subject of the attendance of the constabulary for trespass and
the
like I can say they came nocturnally when called when we lived near
Whitby some few years ago and had someone at the back of the house who
shouldnt be there..
