Clearly that hasn't made it *easy* or anything like it for the reopening to
go ahead, but at least it means that if at some unspecified future point
some government or other *does* sort out the bureaucracy (to an extent) it
wouldn't be somewhere completely "out of mind".
And I suppose it has helped to ensure that the Curves have not been
built on, as were that to happen reinstatement would be pretty much
impossible.
