Commuting does not denote any particular mode of transport, just a
regular journey, especially to and from work. So it's perfectly
possible to commute on foot or by bike or at the cotrols of a car, and
not be a passenger at all.

The original meaning of "commuter" was someone who commuted daily payments
for a weekly or monthly single payment - so commuting by any means where
journeys are not paid individually is not a valid use of the original term.
