And who can blame them?
I'd say they should be starting to plan for a controlled evacuation
after about an hour, with a view to executing it after about an hour
and a half to two hours in the event of the situation not looking to
improve. In the event of trains with no bogs being involved, those
times should be suitably shortened.
But that would require the TOCs and their staff to first set aside
their deep and abiding contempt for fare paying passengers.
