Because Burnley - Todmorden was never closed, the track lifted, and
the trackbed built on?

I'm not talking about the engineering issues of reopening - I'm
looking at the journey potential. Of course a demolished line will be
more difficult and expesnive to reopen.

Sure, but you can't really ignore re-opening costs or practical
engineering difficulties when discussing viability of a service. It's a
massive up-front cost before you even start to think about the subsidy
for day-to-day operation. But as to journey potential, why do you think
this scheme is attractive? The "very successful" Copy Pit re-opening has
a two-car DMU every hour; even if all these trains are well loaded (some
are, but IME they can be very lightly loaded west of Hebden Bridge), then
they're only carrying every hour the same number of passengers as might
travel along a moderately-busy parallel road in a few minutes. Fine if
you can easily and cheaply re-open a freight line to passengers, but poor
value for money if you need to rebuild a route from scratch.
