The Junction in quesation is called 'Great Western Junction'. It's got
a double slip and a diamond as it's key components. The new layout has
two diamonds and more crossovers, eliminating the double slip. The bad
section is mainly on the Up lines, between the station platform ends
and the far side of the existing junction - it is very bad, although
the current PSR is still 65mph. It used to be 90, and the new layout
restores this, but the track condition forced a TSR of 60 that became
a PSR of 65 because it was in for so long. I agree that the trackwork
there is in a poor condition and does badly need replacing, and if the
April blockade does get postponed, there will need to be further TSRs
going in at least. I don't see any reason for full closure though -
that's (IMHO) just NR bluffing.

Interesting that an additional diamond is being added, whereas I'm sure a
diamond has been replaced with a double slip at Farlington? junction during
the Portsmouth works. Is it because the overall layout at the east end of
Basingstoke needs diamonds, although double slips are preferred whenever
there is room?
