Don't know the specifics of Rail Infrastructure, but most b2b mags are
controlled circulation and send copies free to industry people who
request them. That's really to help the ads team by showing that the
magazine's readers are the sort of people advertisers might want to
target.
It might be possible to buy a subscription from them if you're
interested. It's been a long time since I've seen RI, so I can't say
for certain.
