When I managed a £ multi-million programme of government funded
research, I was absolutely astonished at the proportion of "research"
expenditure that was allocated to meetings and conferences and travel
to them. I set out to change the way that research contracts were
awarded in order to ensure that more of the researchers' time was
devoted to research and less wasted on (sometimes international)
junkets that contributed absolutely nothing to the science.

UN and EC funded programmes did place a higher emphasis on networking
which I understand was appropriate to their aims and objectives. But
if UK taxpayers realised how much of their research funding was being
wasted on unnecessary meetings and attendance at conferences that were
at best of marginal relevance to the topic being studied, they would
be quite horrified.

High speed rail[1] with electricity supplied from renewable sources (for
a big expansion we're probably talking tidal barrages here) should
do it, up to 500 km or so at least.

So having concreted over our beautiful landscape to build unnecessary
high speed rail routes, we would need to concrete over our estuaries
and coastline to meet the power demand of the high speed trains?

I'm sorry, I don't buy that. Not one little bit of it.
