The tidal reaches of rivers are just that - rivers. They are
emphatically *not* the sea, otherwise anyone walking just downstream
of Teddington Lock beside the Thames (for example) would be walking
"beside the seaside".

The lower reaches of rivers where tides dominate are called
estuaries. On the southern side, the Thames Estuary officially ends
and the coast officially begins at Gravesend. You have to draw the
line somewhere.

The tidal Mersey at Warrington, the tidal Ribble at Preston and the
tidal Esk at Metal Bridge are emphatically *not* the sea.

So the only place where the WCML is close to the sea is at Hest Bank,
as I stated.
