It's still come in at rather less per mile than an equivalent stretch of
motorway though.
As I've told many times, the cost of upgrading a route - railway or
motorway - that has to remain in use is far, far higher than new build. The
M56 upgrade between Wythenshawe and the A538 took years, and many times the
cost of that stretch when first built (well into double figures IIRC). It's
no surprise that HMG has floated the idea of a parallel toll road to relieve
the M6 between the existing M6 Toll and J19, rather than face the cost of
just putting one more lane on the existing road.
Hence the idea of blockades for some rail improvements - the problem there
is that NR, and Railtrack before them, didn't always use the best timing,
and occasionally seemed to be getting carried away (Crewe to Cheadle Hulme,
for instance).
