It's called "Being seen to be doing something", and in reality they
mean as much as the letters put out by manglement telling the staff
how valued they are or the stock reply letters sent out by customer
disservice.
It's just yet more meaningless piffle, and anyone who takes them at
face value is a fool.
The posters always makes me think of school, where we had a "policy"
stuck up on lots of walls saying worthy nonsense about how everyone
would be nice to each other, but absolutely no mechanism to deal with
anyone who ignored the sentiments and went round nicking or trashing
other peoples' stuff.
Very much the same sort of idea.
