there were block instruments in the control tower!
Shirley the Air Traffic Control must take some responsibility if the aircraft
is so far off its approach/glide path.
The nearest UK equivalent to this incident is planes overshooting the runway
at Southend and ending up close to/on the railway line. I am amazed that
something similar has never? happened at Luton, where the railway runs in
cutting at right angles to the runway end.
