That's the whole point of this threadlet: neither is a CDR available
from Crewe to Brum, but it is from Chester to Brum.

I'm told that the trip from Frodsham to International is assumed to
be via Warrington BQ and Virgin control the fares. From Chester the
fares were set by fNW, who allowed a CDR by either route (GW or
LMS).

You seem to have answered your own question.
