The only design I know of like this is the proposed Finnish Sm5 commuter
EMU which Talgo claim is the first in the world with complete, through
passinger spaces. All other DD stock have a "single deck" vestibule
arrangement.

Prototypes of these kinds of DD articulated carrages have already been
tested on the rail network here, although not with passingers of course,
ObTWIAVBP: you're using "here" above to mean Finland rather than UK,
right?
