The assumption behind your viewpoint is that the horns of the old
trains were adequate. I don't think they were, along with the horns
of almost all other trains of the time.

If they couldn't fix a problem, what do you suggest they should have
done with the horns? Left them like that?

It shows nothing of the sort. It shows that they tried something and
it didn't work.

By the time the driver sees people on the crossing it may be too
late, particularly at night.
