When he bought the railcard he may or may not have understood the
implication of the rules. The only way he could get the railcard is to say
sing that declaration. By the time he (or his sons) came to use the
railcard, the precise terms are long forgotten.

For God's sake simplify the rules and consign all these absurd picky rules
to the dustbin of history where they belong.
