No, it's down to the delay built in to allow the digital system to assemble
the picture from the digits. The bit rate is kept down by some fancy
computer work, only sending the bits of picture that have changed. However
every so often the whole picture changes so it has to be built up again from
scratch. So there's about a seconds delay. The same applies to DAB radio
which uses some of the ear and brain's capability to reconstruct what it
thinks it ought to hear. For proof, listen to music on a mobile phone where
the bit rate is slashed and the algorithms rely on the fact you're supposed
to be listening to speech, not music!
