we have the ideas--now what do we do about it.

follwing on from recent posts regarding many amateurs frustration with the current
3-tier licence system and the many ideas to rectify the system i was wondering
just what has to be done to change the status quo?
while i agree that the fl level is too easy and could possibly be merged with the intermediate or done away with altogether how do we go about to impliment changes?
do we lobby the rsgb and ofcom?
would they listen to the amateurs they are supposed to represent?
i can understand most amateurs concerns with the fl and believe me when a candidate passes then goes straight back to cb thinking smugly his equipement will be protected while dxing 11m or phones ofcom up to clarify if its ok to dx that same band-i get pissed off too.
so what can be done to change things.
