I would recommend my ISP but it's a bit pricey for normal use.

Personally I had no real trouble with Eclipse, but I was paying out a
lot to get their top tier service, there were occasional slow downs but
people who had unbundled LLU forced on them after the sale to Kingston
Comms were much less complimentary. Being on a BT-only broadband
exchange is actually not that bad an idea. Now moved to an Entanet
reseller (there are a fair few of these), so the minimum cost would be
just under 15 quid a month (I pay just under 20). So far it works well
and has no restrictions other than a fairly small (3GB peak) bandwidth
allowance at the lowest price (note that this includes uplink traffic as
well as downlink). If you go over that you get charged the next level up
for the month with a 5 quid plus VAT admin charge.

A look at the ThinkBroadBand forums would give you a better idea and I
think there are some good ISP ratings to be found at DSLZone.
