His name is Mike Corley and he has been around for quite a few years
now. He does seem to have recently expanded his horizons and is
posting to a more varied selection of newsgroups so, perhaps, he has
just become more visible.
He has got mentions on WikiPedia and there are a number of web pages
that explain (as far you can for someone like him) what he is on
about. For example,

automatically deleting the posts.
The one thing that really gets my goat about it is that I wish his ISP
would stop him posting this sort of stuff. It's worse than Spam as it
sits there on the news servers and Google Groups and just clogs it all
up making our lives more hell than if our emails were being spammed :

I now read ng's via Google Groups after some problems with news
servers on my ISP and am now reporting all his posts as spam - for
those that want to follow my example, click the 'More Options' link at
the top of the posting and there's the option to do so in the other
links that appear. I know it's a pretty pointless exercise, but it's
good for my moral...!

His latest news provider has stopped him. I have seen many people over the
years with mental illness of various types. As soon as I read the posts it
seemed obvious he should see his own GP.
One thing is fairly common with people like him - paranoia. The thought
that people are looking at him, following him, his home is bugged etc, but
he doesn't really know why. Later on he will think up some elaborate story
to justify what he claims, then try to get attention. The next one is that
news readers will send secret messages out or they are watching him through
his TV. One woman I dealt with was convinced that her neighbour was an MI5
agent and signalling via the washing on her line! In their minds it is all
very real which is why some can become angry if you doubt them. If you
question things too much you can see the end result. I'm fairly sure that
if his GP can't help him, or get him sectioned he can attend a psychiatric
ward as a voluntary patient. I feel sorry for the man as he does need help.
He will make his illness worse over time.
