Proxy servers IP address aren't synamic they may be in a pool (unlikely) but most are static, otherwise there would be little point to them (they cache images and othersuch files, thereby reducing backhaul HTTP traffic for the ISP - i.e. they save money).

Surely they just use DNS or their own in-house version of it and put up with any additional costs, financial or bandwidth, as most ISP's do?

But you do clearly know a lot more than I do about the way the internet works... which ain't much in my case! Are you saying that the other Gareth's accusation had merit?

Knowing the person accused makes it hard to believe, but beliefs should not stand in the way of facts.
