I was always under the assumption that these things only happened where
national security is at risk or some sort of fraud/drugs are suspected.
Carol, you need to think about the numbers. Do you really think the
government have the resources to "tap your phone" or read your mail just for
the fun of it? Of course they don't. They probably don't even have the
resources to take such steps in all cases when they have grounds to suspect
a serious crime!
