They refunded my paypal account but are now asking for payment by another
method.
Maybe they want to report me as a non paying bidder

They have left me negative feedback even though its they that are in the
wrong.

get paypal involved !
ask them to delete the negative feedback as youre not the one who offered
the item for auction.
remember - payment made outside the ebay/paypal arena has no protection
from ebay/paypal.
unless made by credit card.... which is probably the best protection.
