When I want to wind up my XYL, I remind her she has been licensed long enough to be a RAOTA member ;-)
Brian, it doesn't got on length of licence, it goes on "length of involvement with amateur radio" so SWL's can join etc.
Even if the involvement is less than 25 years, people can still apply for membership but I think there's a reduced voting rights (someone correct me if that's wrong).
