allowed to permit user services access to the amateur bands

That has been the case for years, the only change with the new licence is
that M3s are now also allowed to do this.

However, I'm assuming that the UK General Licence PMR set that they use
will be licensed by the service user. I don't think current law allows
amateurs to use their own un-licenced equipment on PMR freqs.

There has been some talk of RAEN nationally holding a UK General Licence
that Groups could operate under, but some Groups already have their own.
The cost of a UK General licence is now quite low, so the only major
expense is the apprioved equipment.

I have also heard that some groups (the ones by the sea I assume) have
access to marine radios. What are the rules for getting a marine licence
without owning a boat or ship?

RAYNET seem to be getting a lot of extra things these days.
