USB support relies on loadable drivers which are dependent
on the vagaries of the operating system. So, at BIOS time, no
operating system has been loaded.

I recently replaced the keyboard on my PC with a keyboard which has a
USB connector on its lead.
This works fine after Windows XP, with its integrated USB port
drivers, has fully started up. However, the keyboard is not
recognised before XP has loaded, with the result that you cannot enter
the BIOS configuration screen, nor can you select "safe mode" during
the boot sequence.
Is there any solution to this limitation, short of using a
conventional keyboard for these functions?
