Nope. That is the correct procedure in the U.K. The visitor
would normally sign /P but that is not required if OFCOM are
notified of the intention to operate beforehand. No permission
is required.

It is only permissible to use the callsign of the visited
person under their direct supervision. There is no declaration
of equipment in the U.K. as there is in ROI. There is no
requirement that the equipment used belong to the user.

The station is not the equipment. If I visit someone and
turn on their equipment, then I establish my own portable
station and may use it under my own call.

From BR68, the licence terms and conditions:

1(12) The Licensee shall give prior written notice to the Secretary
of State at
the address specified in note (a) to this Booklet of any change in
the Main
Station Address (or mailing address, if different).

....

2(8) The Licensee shall operate or permit the operation of the
Station only under the terms and limitations of this Licence and
the Station shall be operated only:
(a) by the Licensee personally (except in the case of Unattended
Operations
under sub-clause 2(4)); or
(b) in the presence of and under the direct supervision of the
Licensee: (i) by a person who holds a current United Kingdom
Amateur Radio Licence, (ii) by any person: (aa) who does not fall
within sub-clauses (i), (iii) or (iv); (bb) whom the Licensee has
reasonable grounds to believe is not a disqualified person; and
(cc) who either holds a Radio Amateurs' Examination Certificate or
a Novice
Radio Amateurs' Examination Certificate issued by the City and
Guilds of London Institute or an Amateur Radio Certificate issued
by the Secretary of
State; or
(iii) by any licensed radio amateur from any other country, or
(iv) by a representative of a User Service in accordance with
sub-clause 1(2).

7(3) At a Temporary Location, the Licensee shall:
(a) use the suffix "/P" with his call sign and give the location of
the Station
every 30 minutes to an accuracy of at least 5km by a generally used
identifier [for guidance see note (v) to this Booklet],

OR

(b) give prior written notice of the location to the Operations
Manager of the
local office of Ofcom in whose area the operation is to take place.

Not stirring (like I would...), but what call is used in 2(8)cc
above when said person is operating temporarily from someone elses
station?

If you are operating someone else's station you use their call, but in
fact you can always use your own call/P no matter who owns the
equipment, because you have established a station by doing so.
Operating someone else's station is more or less just synonymous with
using their call, i.e. if you don't use their call then you are not
operating their station, even if you use their equipment. Of course,
I'm talking strictly about the UK.


But section 2(8)b(ii)c doesn't actually say that the person in question
actually holds a license, just an RAE certificate or a NRAE
certificate!


....and that just means that if you held only a certificate and no licence
then you wouldn't have a choice whose call to use, as you wouldn't have one
of your own
.
