I'm not condoning the full licensees who exceed the legal limit, but let's look at this in real dB terms. An M3 who runs 100W, a 10dB increase (and a lot of them do) is like a full licensee running 4KW, a 10dB increase (and some probably do!). Then there are the M3's who run more than 100W (it's not unknown for an M3 to have a 1KW capable amp). If an M3 were to run that, a 20dB increase..... a full licensee would have to run 40KW, also a 20dB increase, to exceed his licensed power by the same margin. Remember, the UK license power levels are stated in dBW, not watts.
I think it's fair to say that the AVERAGE M3 exceeds his or her license power by a greater margin (in dB) than the AVERAGE full licensee.
And anyone who wants to be pedantic and say that 26dBW is not 400W but instead 399.xxxxW, forget it as the point being made is still valid.
