I found this last year on my car ...needed to have a new timing
belt fitted before the dealer would test it because of new MOT
rules requiring my diesel vehicle to be run at 4,000rpm for two
minutes to test exhaust emissions. Previously there was a much
lower run requirement, so the engine was not in danger of blowing
up during testing and dealers went ahead without risk.

having your timer belt go is probably the most best
excitingest way of destroying a diesel engine....

True.
The dealer also said "while you're at it, you might as well
replace the water pump" ...another £80+VAT.

Total cost: £550 plus the annual service and MOT, and the
car's only done 41,000 *good* miles.

is it possible that ruling is to stop you paying more vat?

Well, the dealer clearly told me that he couldn't MOT the car
unless I had the belt replaced, due to the risk of the engine
blowing up because of new govt regs mentioned above.
If the regs had not been toughened up, the emissions testing
would have produced the same results afaik. One wonders what
happens if a diesel car fails the emissions test! ...not sure what
else they can replace to reduce emissions. Exhaust system with
all of its filters and particulate smut recyclers?

Hell ... it's time I bought a new car :-)

'new' diesels meet emission standards....
with old diesels they tend to edge it through the test...and then it
goes back to normal in a day or so....

in the uk my practice was to give them the cars and say 'get it
through the test'...it's just another form of bribe!
doubtless the rules/'laws' are designed to optimise the income of
some form of motor cartel....the cartel doubtless give 'new'
labour political 'donations'
