Ed Miliband, the Energy and Climate Change Secretary, appeared to be
on a collision course with Britain's big power companies last night as
he called for sweeping reforms to the industry, including greater
state control and a retreat from the free market orthodoxy of the past
two decades.

In one of his first big speeches since his appointment as head of a
new Department of Energy and Climate Change, Mr Miliband signalled a
departure in UK energy policy by suggesting that a more muscular
approach would be needed from government to tackle the challenges of
fighting climate change, curbing fuel poverty and securing long-term
energy supplies.

"Sustainability, security and affordability are all challenges which
the market alone cannot be guaranteed to solve," he told an audience
at Imperial College in London, before flying to Poland today to join
negotiators from 190 countries at a UN Climate Change conference in
Poznan.

He said that the Government needed to take a more interventionist
approach in the setting of higher carbon prices to "overcome market
failures" that were inhibiting the adoption of renewable energy
technologies."

I think the original privatisation of the utility companies was
flawed, not in principle but in the way it was structured. There
should have been a new model of Ltd company created for them:
eg: XYZ Electricity Public Utility Ltd. The new model would have
required company directors by law to take business decisions which
were balanced between shareholders and customers etc, not just
shareholders as is the case now and also recognised their business
was an important element in the national infrastructure and could
not simply be left to global markets and maximised profits like
most other private companies.

Politics should be kept out of it altogether.

The new model may also have specified upper limits to annual divvy
payments, to create an investment opportunity which was lower in
returns but more secure. The so-called 'grannies and orphans'
share investments popular in the US years ago. Also, constraints
on foreign ownership should have been included.

The Regulators would oversee their businesses and also act as an
arbitrator in the event that a company was unable to draw the
balance etc.

There's nothing socialist about this...many US corps already exist
under this type of govt oversight because of their importance to
national security etc, especially defence and hi-tech contractors.

He's playing the same game as Brown is with the banks.
