I don't think that is true. In half a million people there are obviously
going to be a lot of criminals. IIRC there were some 200 arrests over 2
days. How many arrests a day in London's population of 6m? That's not
bad IMO given the alcohol factor.

General crimerate in England is around 1 in 10 per year
So amongst half a million people one would expect 50,000 crimes.
Over the course of 2 days this would equal about 270

In London it's higher, so the carnival is comparatively law abiding
compared to everyday London life.

That's a bit of a wishy washy answer. A large number of those arrested
were arrested as a preventitive measure, a large gang was prevented
doing battle with another gang.

Another sequence of arrests were made later before the trouble kicked
off, again as a preventitive measure.

Sounds like a normal day in S London, only without the preventive arrests.
