meanwhile there is no real constraint on juries to attend to
the case or the 'law'....the jury is sovereign and in fact are
legitimately able to decide any way they want
the jury is the law

That possibly explains why many cases involving agents of the state
are not referred by the CPS for prosecution...they can't control the
outcome. Much better to claim that there's not enough evidence.
