29 May 2005 the French voters went for a binding referendum and rejected the
proposed EU constitution with 55 % No even if 90 % of the elected members of
the National assembly had recommended a Yes vote.
He then told the voters he would scrap the constitution and go for a little
practical "mini" - treaty instead. This way he avoided to discuss the
constitution before the presidential elections. He could be voted even if
all other 11 candidates for the French President were in favour of a new
referendum.
After his election he then breached his promise and accepted the rejected
constitution under a new name. The British think tank "Open Europe" has
published a comparison between the two texts. Of 250 articles 240 are
identical. 10 have been deleted or changed. This means that 96 % is
identical.
On obligations it is even worse from Sarko's mini treaty point of view. In
the proposed constitution 61 national vetoes are scrapped. In the new text
it is 62. We have two new for climate and energy supply and one less for
intellectual property.
In the old text we have 105 new legislative and other competencies. In the
new text we have also 105.
The old rejected constitution contains 560 pages. Difficult but manageable.
The 273 pages of new amendments to the existing 2800 pages of basic treaties
will give us a constitution with more than 3000 pages!
Sarko's "mini"-treaty grows from 560 to more than 3000 unreadable and
unmanageable pages with almost the same content.
This exercise has one single purpose: to avoid asking the peoples of Europe.

Even if it was only 5 pages long, our elected 'representatives' could
not be bothered to read it.
