The retailer has to log the sale...against ID details.
If it transpired that the purchaser was buying for someone underage....he
loses his driving licence for 5 years.
And if it transpired that a retailer was proven to be selling alcohol
without checking for the ID...keeping accurate record etc....then he
loses
his business!
Wouldn't THAT work?
Also if it transpired that someone underage was caught drinking......
he loses his life. THAT works too.
The streets would be thronged with fourteen year olds drinking Tizer out of
old cider bottles and jeering at the police.
