well that does sum you up rather!
Do you deny that
1. the WHO classify it as 1a Extremely Hazardous
or that
2. the US EPA (environmental protection agency) classify it as Highly
Toxic

Well I know you keep repeating that quote from the synopsis in that report

and that you rate them highly.
I think as far as this chemical is concerned (and inchem may have made a
genuine mistake, rather than just being a front .org for the chemical
corps.) they have just quoted the marketing data. Plus they are not
sure if they are talking about the raw chemical or "bait" preparations
throughout most of the report.
elsewhere on that same page you will find
"It is highly toxic to rodents but it is considered to be slightly toxic
to humans, in most formulations."
you note the term "in most formulations..." how can they add such a
caveat, its either toxic to rats and humans or its not. (which it is, see
WHO and EPA classifications)
yet even then inchem seem to contradict their own dosage and to me it
seems the formula they refer to (the formulation they state requires a 1kg
dose to be toxic to humans but which is actually only 50mg of the
chemical 999.95g of bait) is a very weak compound even for rats, not
strong enough to actually give a rat an ld50 (of 20mg/kg) unless it eats
about 50% of its own body weight of the formulation or "bait" (at 50mg/kg
dosage in the bait)
and elsewhere in the report they go into details of how to treat human
poisoning from the substance. Which if it is so "non-toxic" should not be
required at all.
I would say at the concentration of poison in the bait and the fact a rat
has to eat almost half its own body weight to get an ld50 they are going
to get a few repeat customers for the bait as the rats will be eating a
lot of it (well if they like it of course, they may just go and snack on
some warfarin bait instead...! They're "lovin' it" (tm))
