I imagine more money will be pulled out of more bank accounts so fast,
it will break all known world records.

That's a disgrace....it would be theft, pure and simple!
A relative of mine deposited a few thousand into an account when her first
child was born...to be left untouched untill the kid was 18. Never added to
withdrawn from, the account is effectively dormant.
I know there are/were better ways, (peps/tessas etc)...but she didn't go in
for any of that....just wanted to be able to hand the book over to her child
on reaching 18...a surprise prezzie type of thing.
I wonder how many other have done similar.....only to find a fat fucking
robbing lying cheating and stealing scotsman, sniffing round after 15 years.

There should be no law that can ever be passed by any government to allow
them to do this. The only caveat being recovery of procedes of crime.

How long before every single bank account is linked in to a central
government database, allowing them to see who has got what?

I don't see how they can't easily find out who owns every bank account
in the UK already.

Every bank knows who their customers are, right?
Any bank can be audited by the govt over such accounts.

What are the possibilities here?

THe owner has died with no heirs.
THe owner has become mentally incapacited.
The owner has moved overseas.
The owner is in prison.
The owner simply has left his money sit in there for his own reasons.

But the bank will always know who the owner is. Unlike switzerland we
don't have numbered accounts in the UK as far as i know.
