That should probably read,
'An MP could put a motion of no confidence before the Commons, and Blair would be obliged to either resign or call a general election.'
No it shouldn't. It should read 'An MP could put a motion of no confidence before the Commons and, *if it were carried*, Blair would be obliged to tender his resignation to the Queen, who would then either ask someone else to form a government or would dissolve Parliament'.
Since the motion wouldn't be carried, it's all rather hypothetical.
The only practical way to remove him against his will (unless George Galloway intervenes, of course) is in the hands of the Labour Party. I'm not sure what the rules on this are, other than labyrinthine, but ISTR the Telegraph discussing the process a few weeks ago and saying that it needs 70-odd Labour MPs to start it off.
