It isnt about the law, it is about the code of conduct that he signed. Of
course, the code of conduct is a pile of crap, as is the standards board.

A dreadful organisation, regulating the views of councillors up and down the
country. If the voters of London want to have a tosspot as their Mayor it is
their choice. If he behaves in a way which the voters dont like, but obeys
the law, then the voters can make their decision the next time he is up for
election.
