Asylum seekers are give travel warrants when they're called for interview by the immigration authorities, and a number of charities pay their travel expenses (which may take the form of bus passes) for specific purposes -- I know the Medical Foundation for Victims of Torture pays travel expenses for people they refer for treatment, and I think the Refugee Council sometimes help with travel expenses for things like English courses for people who don't live near somewhere that offers them -- but that's it, AFAIK.
