That's a partial truth. The Scottish parliament is not a sovereign
parliament and has no right to make decisions reserved for the national
level. The Scottish Parliament cannot vote to legalise cannabis or for
nuclear disarmament applying only to Scotland for example. It is like a
state assembly in the US or Canada. That is not to say that the West Lothian
question is not real but English MPs *DO* have influence over what happens
in Scotland, and so they should have, and Scottish MPs do and should have
influence on what happens in England. The problem is the discrepancy between
what areas each has influence on, but Westminster is the parliament for the
United Kingdom, which has deemed to devolve it's powers in Scotland, Wales,
Northern Ireland and London, no different in principle to the way powers are
devolved to local councils throughout the country.
