Many children are the result of emotional manouvering between
partners. Some are the result of "games" or even traps. I dont think this
makes any difference to the children (except that people who engage in
such things are likely to be less good at parenting). Likewise I dont
think the first test tube children consider themselves less because they
are the result of experiments.

I've been assuming that the creation of the experimental person would
entail specification of their intelligence, health, personality, etc.

And?

Surely any 'specification' could only ever be an aim for maximum physical
health and maximum intelligence?

People can want other people (even children) for a variety of reasons.
Not so long ago some families (parents) would reserve one of their
children to take care of them in their old age. They would also often
choose a daughter to go to a nunnery and a son to go into the church.
If that could be the approach with naturally produced children it
could be enhanced with other methods of producing people. So you might
want an old age companion and carer (what physical and mental
attributes would maximise the chance of that?) or a willing assistant
on the job, or a servant to clean the house, or even just a brainless
person with a beautiful body for sexual purposes.
