I knew a guy when young (about 8) who late went on to become New
Zealand's most wanted man, largely for aggravated armed robbery. He
ended up commiting suicide in his prison cell after an epic stint of
hiding in the bush.
Mind you the guy he robbed his first post office with was a real nice
kid.
I see that an IPPR call for such kids to be targetted for interventions
to prevent them becoming bad has been morphed by the police into a call
for them to be dna sampled and added to the monster database.
Now the IPPR approach seems sensible, the approach of the police very
much more problematic and not just for the obvious reason. The police
seem to be implying that they think problematic 5yo's are determined to
be criminals. Firstly this opens big problems with responsibility. If
these kids can't help it they cannot be held responsible. It also raised
the issue that if any given problematic 5yo becomes a criminal they will
be able to sue society for not intervening as the IPPR proposes. After
all the IPPR report now becomes prima facie evidence that society was
aware they could be identified and that there were interventions
available.
