This is an interesting finding. Theodore Dalrymple pointed out, quite
some time ago, that violent patients of his (he worked in prison
hospitals) would claim that they 'couldn't help themselves' and had
'just lost it', but couldn't explain how it was that this unavoidable
lack of control didn't happen if there happened to be a policeman visible.

Sometimes even the presence of a policeman can't inhibit temper.

Yes, I know - but it tends to be remarkably good at inhibiting wife-beating.
